Franklin County has one county jail, the Detention Complex at 285 T. Kemp Road in Louisburg, and the Magistrate Office that sets bond lists the same address. That holds whether the arrest was made by the Louisburg, Youngsville, Franklinton or Bunn police or by the Sheriff’s Office. The case itself is then heard downtown, at the Franklin County Courthouse on South Main Street. This page explains who to call at each step, when you can talk to your loved one, and how video visits work.
For North Carolina families, Martin’s Bail Bonds has been arranging bail bonds since 2006. Day or night, your call reaches a bondsman.
Jail, Sheriff and Magistrate on T. Kemp Road
According to the Franklin County Sheriff’s Office, the county Detention Complex sits next to the Sheriff’s Office at 285 T. Kemp Road, Louisburg, NC 27549. The Sheriff’s FAQ lists the Magistrate Office at that same address, so the jail, the Sheriff and the officials who set release conditions are all in one place.
The phone number you need depends on the time of day:
- Magistrate Office: (919) 497-4280
- Sheriff’s Office, weekdays 8 a.m. to 5 p.m.: (919) 496-2186
- Sheriff’s Office after 5 p.m. (non-emergency): (919) 496-2511
When the magistrate has set a bond figure, we’re ready to start as soon as you call.

From Arrest to Release in Franklin County
- The Arrest: Any of Franklin County’s law enforcement agencies can make the arrest, including the Sheriff’s Office and the police departments in Louisburg, Youngsville, Franklinton and Bunn. A charge from Franklin County goes through Franklin County’s magistrates and courts, because North Carolina assigns each criminal charge to the county in which the incident allegedly occurred.
- The Magistrate Sets Bond: A Franklin County magistrate decides the release conditions. The written promise to appear stopped being a release option in North Carolina when Iryna’s Law (S.L. 2025-93) came into force on December 1, 2025, though some older pages online still describe it. Depending on the charge and the person’s history, a secured bond or house arrest with electronic monitoring may now be the only path to release.
- The First Phone Call: The Sheriff’s Office says you can speak with someone who has been arrested after the magistrate sets bond. Each person gets one phone call, then a PIN and a phone account, and the account needs money on it before they can make more calls.
- You Call Us: Have ready the person’s full name, their birthday and, if the magistrate has set it, the bond figure. We confirm the details, then walk whoever is cosigning through the agreement.
- Release and Court: After we post the bond, the Detention Complex processes the release, and the timing varies from case to case. Court dates are held at the Franklin County Courthouse in downtown Louisburg.

Arrested in Youngsville, Franklinton or Bunn?

- Louisburg Police Department: 104 Wade Ave., Louisburg. (919) 496-4175
- Youngsville Police Department: 134 US-1A South, Youngsville. (919) 556-0500

Going to Court in Downtown Louisburg

- Franklin County Courthouse: 102 S. Main St., home to the Clerk of Superior Court. Open weekdays 8:30 a.m. to 5 p.m. If you need the accessible entrance, use the one on Nash Street.
- Hobgood Annex: 113 S. Main St. The Sheriff’s Office notes that the Clerk’s traffic and misdemeanor division is in the Court Annex at this address. Its accessible entrance faces Main Street.
To find a court date, look the case up by name or case number on nccourts.gov/court-dates, or call the Clerk at (919) 497-4200. For a traffic ticket or citation, the Sheriff’s Office asks people not to call the Sheriff or the agency that wrote it, because once a ticket is issued it is handled by the Clerk of Court.

Video Visits at the Franklin County Detention Complex
Every visit at the Detention Complex, on-site or from home, takes place by video. The Sheriff’s Office lists these rules:
- Get on the List First: On the day someone is allowed visitors, they receive a sheet to add two people to their visitor list. You can’t find out by phone who is on the list; you have to ask in person with a photo ID.
- Scheduling: The inmate schedules every video visit ahead of time. Visits last 20 minutes, with up to two visits per week and two pre-listed visitors per visit, and the schedule follows dorm assignments.
- Your Account: Visitors set up an account with PayTel at paytel.com or by calling 1-800-729-8355.
- ID and Age Rules: Visitors over 16 must show valid photo ID. Children under 4 can’t enter the visitation area, and visitors ages 4 to 16 must come with a parent or legal guardian.
- What to Leave Behind: Cell phones are not allowed, and nothing may be brought into the facility unless it’s for a medical condition. Staff will not pass messages to inmates.
- Who Can’t Have Social Visits: People serving weekend sentences or self-reporting, people on disciplinary restriction, and people held on a writ from another agency are not eligible.
- Putting Money on an Account: The Sheriff’s Office uses JailATM for deposits.

What North Carolina Law Says About Bail Bond Fees
G.S. 58-71-95 sets the ceiling on a bondsman’s premium at 15% of the bond. Reasonable collateral may be requested, and it must come back to you within 15 days of the bond’s liability being satisfied. If you cosign, you are agreeing to help get the defendant to every court date, and we explain what that means in detail before you sign anything.
